Assignment #23: Cuban Missile Crisis

Sources: http://www.engineofsouls.com/file-130.pdf, http://library.thinkquest.org/11046/days/index.html, http://www.hpol.org/jfk/cuban/, http://www.gwu.edu/~nsarchiv/nsa/cuba_mis_cri/, http://www.yale.edu/lawweb/avalon/diplomacy/forrel/cuba/cubamenu.htm

Imagine that you are one of the people that handled the Cuban Missile Crisis in October 1962.  Each student should adopt one of the following roles below:

1. President John F. Kennedy
2. Robert Kennedy - Atty. General
3. Robert McNamara - Sec. Defense
4. Adlai Stevenson - Ambass. UN
5. Nikita Khrushchev - Gen. Sec. of USSR
6. Fidel Castro - Cuban President
7. John McCone - Dir. CIA
8. MacGeorge Bundy - NSA
9. Gen. Max Taylor - Chair. Joint Chiefs

So, using both the alternate history (of what could have happened) and the other resources above (of what did happen), imagine that you are all sitting down at a table after the event having a DISCUSSION with one another on this crisis.  In this forum, have that discussion.  Direct questions at one another, make comments and suggestions based on the information researched and speculate how this could have been better addressed (depending on your point of view).  Have fun!

I Believe that our best option in this situation would be to pull out of our base in Guantanamo and withdraw the IRBM's in Turkey in exchange for the Soviet removal of their missiles from Cuba. This seems like the most nuetral agreement to me.

So far, this is fascinating... Besides the very brief reply from the Ambassador, what is the plan (and the evidence to support your positions)? C'mon. :)

The position is as I said before
"I Believe that our best option in this situation would be to pull out of our base in Guantanamo and withdraw the IRBM's in Turkey in exchange for the Soviet removal of their missiles from Cuba. This seems like the most nuetral agreement to me. "

And my support in this would be that if we can show the Soviets that we are willing to back down and make an informal end to the armistice on nuclear weapons than they may agree to do the same. It would be close to the Test Ban Treaty, but with specifics on pulling our weapons out of countries close to our enemies and instead keeping them close at home.

I agree with taking our weapons out of Turkey in exchange for the Soviets taking theirs out of Cuba, but why would we need to pull out of our base in Guantanamo Bay?

If we pull out of our base in Guatanamo Bay we will encourage the negotiations for the Soviets to pull out from their base in Cuba. I admit it is not needed but if we can allow the Soviets more incentive to pull out then the negotiations will work out better.

My comrades and I have merely allowed Soviet missiles to be placed on the soil of Cuba to protect us from American invasion which seemed imminent after the invasion at the Bay of Pigs in 1961.
Also Adlai Stevenson's and John F. Kennedy's claim that they are willing to pull out is absurd, it is their country who is the aggressor.

What we need to do is hit 'em hard and hit 'em fast. This is what the SAC was made for. By placing weapons in range of our shores they are provoking a conflict, and a conflict they'll get.

I, Stevenson, say that we are not so much the aggressor here as the negotiators. The U.S had nothing to do with the Bay of Pigs invasion and they are not trying to invade. They are just trying to keep any countries or nations near them free of nuclear threat.

Negotiator? You placed nuclear missiles in Turkey. And to say that the United States had nothing to do with Invasion at Bay of Pigs is outrageous! The force of 1400 invaders were all CIA trained and lead by two CIA agents. Had this invasion not taken place I would have little reason to be worried about a US attack and none of this would be happening.

We the People of the Socialist Republic of Cuba just want to be left alone, and threats do not make such a "great" country sound much like a free republic.

MR. Bundy, with all do repect, the last thing we need to do is create a covert operation. Just look at the Bay of Pigs fiasco, because of that "covert" operation, which failed by the way, the world treats us with less respect than before, because we broke our oath. What will happen if we do that again? We will certainly be leading more nations to the Communist side, than our own.

I don't think that's the best way, because they have technically not done anything to harm us as of yet. I mean Mexico has weapons (not nuclear ones, but still deadly) near the borders of our country and we do not see that as a threat.

Shouldn't we wait until we are attacked first? I mean of course we should have the military ready for a swift attack, but i beleive there are more peaceful ways of solving this.

Also i, attorney general Robert Kennedy, believe that we should avoid any attack on Cuba, covertly or not, since the Cubans have these bombs now. If we attacked, we would surely have retaliation on a massive scale, leading us to a short all out nuclear war between us and Cuba and its ally (Soviet Union).

You cannot blame the whole of the US on one operation in Turkey that was being carried out unknown to the President himself. You will have to ask President Eisenhower why he allowed the CIA to act in this way, for we of the United Nations knew nothing of this and would not have allowed this to occur had we known.

We created the SAC(Strategic Air Command) for the sole purpose of retaliating in the event of a nuclear threat. This is the kind of event that it was created for. Waiting til they strike first will only result in more avoidable American casulties.

What about the implication that it might be viewed as another Pearl Harbor?

How many anonymous US citizens knew about the ventures of Che Guevera at the time they were going on?
Plus, South America isn't the United States so they should worry whether or not we influence countries there.

I'm not blaming "the whole of the US," I'm blaming the United States government. I don't care which of your presidents allowed it and it seems pretty unbelievable that an incoming president wouldn't be made aware of nuclear warheads his country has pointed at other countries especially when the big red button is on his desk!

Ah but there was one major flaw with the bay of pigs invasion. We used foreigners. My Delta Force will only incorporate the best of the best in all the Armed Forces. They will undergo a very strict trainging program in which they will become the ultimate fighting machines and wont give away America's hand in foreign affairs. They wont call an American base for air support. Believe me Delta Force will be nothing like the bay of pigs invasion. I am going to choose Colonel Charlie A. Beckwith to head this covert operation.

I do not believe we should move forward with creating a plan for an air attack without learning whether there is actually any antiaircraft defenses in position at the missile strikes. This is not the time to make a mistake and face retaliation by the Soviets or Cuba.

To all Americans here: We're offering simple terms here. Promise you won't invade Cuba, and we'll have no reason to have our defensive missiles there, so we'll take them out. Now, of course, the presence of your base on Guantanamo Bay more or less constitutes as an occupation in our eyes, so if you could just pull out of there, too...

ATTENTION AMERICANS: You have no business writing up invasion plans! Get out of Cuba and stay out. The Union of Soviet Socialist Republics demands it. Your nation claims to hold to a number of principles, but the only one we see here is hypocrisy. We are disgusted by the open attempts of your MacGeorge Bundy to try to drum up support for a direct invasion of Cuba. (How hidden can they be when myself and Fidel Castro can see them?) In addition, we demand you remove the missiles located in Turkey. These missiles serve no purpose but to threaten the U.S.S.R., a sovereign nation. Granted, you seem to have few problems with insulting the sovereign nation of Cuba. Perhaps you do not remember what happened when you foolishly trained soldiers to attack it. They were stopped by the very people who were supposed to revolt when they got the first chance to. The Cuban government has the support of its people. Accept it, and get out of Cuba.
(just as helpful as the real thing)

According to our navy, (http://www.history.navy.mil/faqs/faq90-1.htm)

"As the unified commander for the Caribbean, Admiral Dennison was responsible for readying Army, Air Force, Marine, and Navy assault forces for a possible invasion of Cuba. He also served as the Commander in Chief, U.S. Atlantic Fleet. The aircraft carriers, destroyers, and Marine forces of the subordinate Second Fleet, under Vice Admiral Alfred G. Ward, were poised to launch air, naval gunfire, and amphibious strikes from the sea against Soviet and Cuban forces ashore. With speed and efficiency, other fleet units reinforced the Marine garrison at Guantanamo on Cuba's southeastern tip and evacuated American civilians. Dennison also coordinated the maritime support operations carried out by Canadian, British, Argentine, and Venezuelan forces.

Khrushchev, faced with the armed might of the United States and its allies, had little choice but to find some way out of the difficult situation in which he had placed himself and his country. President Kennedy did not press the advantage that the strength of U.S. and allied naval and military forces gave him. Thus, the Soviet leader was able to peacefully disengage his nation from this most serious of Cold War confrontations.

For one thing Bundy, you aren't being historically accurate at all and another, why is it that you feel its okay to treat an "enemy" this way; 'And who cares if you know fidel you cant do crap anyways.'

Doesn't seem like something you would want to say to someone who controls the land housing nuclear warheads pointed at your country! And are you threatening to kill Premier Khrushchev?!?

But you do represent a threat to the people of one of our proxy nations. If the cubans do not like having you in power we do not like having you in power. It goes hand in hand.

The Cubans do like having him in power. That's why they helped end the Bay of Pigs invasion. But still, I need the Americans to agree on and give me their terms so we can negotiate them. Believe me, I don't want this to end in war any more than you do. But the fact is, as you already know, more missiles are coming to protect Cuba from a potential invasion, and if you shoot first, we're going to have to shoot back.

No "President" Fidel Castro. I was not implying that we were planning on assassinating Primier Khruschev. I was simply implying that according to my psychic aunt he will not be around by the time Delta Force kicks off the ground so it doesnt matter if he knows now.

That may be true but there were and are Cubans who are against Castro's power. But we are getting off target. The American terms are soley for the Soviets to pull their missiles out of Cuba and out of their bases there. We meanwhile will pull out of Turkey and end the quarentine, but only if no more missiles are brought into Cuba.
We will not have a nuclear war.

My Delta Force can be used to keep the security of this hemisphere in tact. In fact it can be used for both domestic and foreign affairs if the need arises

Mention Delta Force being used one more time and I will have my comrades in the Soviet Union set these nuclear warheads on your house and blow it away!

Bundy, do you have any proof  that the foreigners are any less qualified than your Delta Force, for all i know, this Delta Force, is something you just conjured up, without thought. The foreigners were adeptly trained anyway

What about the implication that it might be viewed as another Pearl Harbor?

concerned citizen, i'm not sure what you're implying is the second Pearl Harbor

What we need to do is hit 'em hard and hit 'em fast. This is what the SAC was made for. By placing weapons in range of our shores they are provoking a conflict, and a conflict they'll get.

Brother, i believe that we are doing the right thing, by not attacking the Cubans first. After the Bay of Pigs invasion commissioned by you failed, we left a hurt and revenged minded Cubans. We have to repair this relationship first, and i say we walk hand in hand on the street of brotherhood with Fidel Castro

Yeah then the US can pull themselves out of my business and my country and sign a nice little contract stating they will never try to invade, overthrow, or undermine my government in Cuba!
